CHAPTER 1 Great Achievements in Zhabei¡¯s Economic and Social Development during the Period of the Tenth Five-Year Plan
The past five years witnessed fast economic and social development in the history of Zhabei District. Under the strong leadership of the Shanghai Municipal Committee of the Communist Party of China (CPC), the Shanghai Municipal People¡¯s Government and the Zhabei District People¡¯s Government as well as guided by Deng Xiaoping Theory and the Important Thought of ¡°Three Represents¡±, we have pushed the economic and social development and people¡¯s living standards to a new height through making persistent efforts in carrying out earnestly the spirits of the Sixteenth National Congress of the CPC and seizing major opportunities of development in the new millennium, laying a solid foundation for the Eleventh Five-Year development.
CHAPTER 2 Grasping the Critical Period with a Clear Identification of Objectives
The period of the Eleventh-Five Year Plan is the key stage to build a new Zhabei compatible with its position of being in downtown Shanghai and a transport and business district of Shanghai. We shall make good use of the development opportunity and comprehensively implement the scientific concept of development so as to work out a future development blueprint for Zhabei.
CHAPTER 3 Optimizing the Layout of Space to Establish the Functional Framework of Shanghai Modern Transport and Business District
By focusing on performing its core function and improving the functional layout of the District, we shall promote the construction of Shanghai modern transport and business district. Priorities will be given to building the ¡°three areas and belts¡± of the modern core transport and business area of Shanghai in the Ever Bright City, the cluster belt of modern service industry along the Suzhou Creek, and the comprehensive cluster belt of service along the Gonghexin Road.
CHAPTER 4 Performing the Key Tasks by Centering on the Development Objectives
According to the requirements of fully carrying out the scientific concept of development, building a harmonious society and implementing the major strategy of stimulating the city through science and education, we will take the big picture of the development of Shanghai into consideration to comprehensively carry out the seven key tasks through centering on the overall objectives of accelerating the construction of a new Zhabei and building Shanghai modern transport and business district.
CHAPTER 5 Carrying out the Safeguard Measures to Ensure the Fulfillment of Goals and Tasks
We should comprehensively fulfill all the objectives and tasks formulated for the period of the Eleventh-Five Year Plan, accelerate the shift of functions of the government, improve the administrative capacity and efficiency and further enable the government to play the organizing, guiding and guaranteeing roles in the implementation of the Plan. Priorities and policy focus will be given to the key sectors. We should strengthen the resource integration in an effort to overcome the bottlenecks in our systems and mechanisms constraining the development, thus creating a sound environment for the economic development and raising people¡¯s living standards.
